為杯葛前瞻預算，國民黨提出1萬多件提案，疊起來的高度約104公分，相當於一個幼稚園小孩子的高度。對此，社民黨24日痛批國民黨不針對問題點進行質詢，而是等到協商時才想質詢，根本是連在野黨都不會做，「真的只能等到別人做爛再換手嗎？」
立法院第3次臨時會預計審查前瞻基礎建設第1期預算，國民黨再度使出杯葛戰術，提出1萬多件提案，佔本案全院總提案數97.7%，若每案算1頁，每100頁算1公分，印出來就高達105公分，差不多是幼稚園小班的身高。
針對此事，社民黨質疑，國民黨既然對於前瞻基礎建設的「意見」這麼多，為何當初委員會時一直在灑麵粉、丟水球，不針對問題點進行質詢，而是等到協商時才想質詢？同時，社民黨強調，在野黨「監督」執政黨是盡責，但以如此方式進行焦土戰，不僅浪費資源、也讓應在臨時會完成的重要法案如國體法等一籌莫展。
另外，社民黨也指出，國民黨的提案內容不僅出現上千案一模一樣的刪減案，還有叫文化部、科技部、客委會等各部首長輪流下台的多個提案，最扯的是還有藍委提案內容乾脆照抄《古文觀止》中的〈諌太宗十思疏〉全文，以及多達1萬7000字的《金剛經》。
社民黨認為，立法院的法條審議關乎國家未來發展，國民黨這樣不及格的在野表現是給台灣人的一大警惕，連在野黨都不會做，「真的只能等到別人做爛再換手嗎？」
